New version of neonUtilities (2.1.3)

neonUtilities 2.1.3 is now available on CRAN! Updates in this new version:

• The data product issue log is provided as an output of the stacking functions and the AOP download functions.
• Data product issue logs can also be accessed independently from data access, using the new function getIssueLog().
• Improved error messaging in download functions when no data are found.
