About Frank

Frank Mocilac is the manager of the Engineering Department, overseeing a staff of 20 skilled technicians, engineers, and analysts. Mocilac ensures the implementation and execution of engineering designs continuously improves since the inception of the program. In operations, Mocilac directs the configuration and designs change process to ensure consensus-based changes occur across departments, while assessing risk with root-cause analyses, and certifying advanced engineering solutions to problems the NEON program faces with Mother Nature through research, development, prototyping and testing. His department provides support to the Assignable Asset program, specifically on requests that require integration and verification with our program infrastructures. Other responsibilities include budget, schedule, and performance oversight.

Mocilac’s educational background includes a B.S. from Colorado State University in Electrical Engineering, with emphasis in Optoelectronics. He has experience tower climbing and tower work, fiber optic sensing, fiber lasers, machine vision, and sensor integration. Mocilac first started out on the program as an integration engineer, quickly moving through the ranks to become the leader of the program’s entire engineering department. Outside of work, Frank is a husband and father of two. He enjoys riding his bike around Longmont and Boulder, hiking, camping, gardening, working on his house, and occasionally working on his car.
